Analýza nákladů na údržbu a opravu pozemních objektů a metodika jejich stanovení v průběhu životnosti stavby

Abstract

Disertační práce se zabývá návrhem metodiky stanovení finančních nákladů pro údržbu a opravu pozemních objektů po dodbu morální životnosti stavby. Současně stanoví obecně jednotná pravidla pro určování těchto nákladů tak, aby byla srozumitelná i běžnému uživateli. Práce se zabývá vlivem kvality realizace a způsobu užívání stavby na výši těchto nákladů. Cílem disertační práce je stanovení metodiky pro zjištění co nejpřesnějších nákladů na údržbu a opravu již dokončených pozemních staveb. Tato metodika vychází jednak ze třídění objektů dle JKSO, dále vlastností použitých materiálů pro konstrukční prvky stavby, a z toho vyplývající funkčnosti těchto prvků a životnosti materiálů. Dále vychází z platné legislativy [1-14,22-26], která stanovuje povinnosti řádného provádění staveb a jejího užívání minimálně v době morální životnosti stavby, která se v současné době pohybuje v rozsahu od 20 do 25 let. Hlavním cílem této práce je tedy vypracování metodiky, díky které bude mít stavebník komplexní přehled o nákladech v časovém horizontu 20 až 25 let, které bude na provoz stavby potřebovat. Zabezpečí si tak maximální prodloužení životnosti stavby. Současně bude moci do systému vkládat zpětně skutečné náklady na provoz stavby, čímž vznikne přehled o skutečných nákladech, které bude moci za určitých podmínek uplatnit jako daňový náklad. Zároveň mohou být tato data dle typů jednotlivých objektů zařazena do statisticky významných souborů, které budou sloužit v budoucnu ke zpřesnění odhadu těchto nákladů.

The dissertation deals with the design of a methodology for determining the financial costs for the maintenance and repair of buildings under the moral life of the building. At the same time, it lays down generally uniform rules for determining these costs so that they are comprehensible to the average user. The work deals with the influence of the quality of implementation and the way of using the building on the amount of these costs. The aim of the dissertation is to determine the methodology for determining the most accurate costs for maintenance and repair of already completed buildings. This methodology is based on the classification of objects according to JKSO, as well as the properties of materials used for structural elements of the building, and the resulting functionality of these elements and the life of the materials. It is also based on valid legislation [1-14,22-26], which stipulates the obligations of proper construction and its use at least during the moral life of the building, which currently ranges from 20 to 25 years. The main goal of this work is to develop a methodology, thanks to which the builder will have a comprehensive overview of the costs in the time horizon of 20 to 25 years, which he will need for the operation of the construction. This will ensure the maximum extension of the life of the building. At the same time, it will be able to enter back into the system the actual costs of operating the construction, which will provide an overview of the actual costs, which will be able to use as a tax cost under certain conditions. At the same time, these data can be included in statistically significant files according to the types of individual objects, which will be used in the future to refine the estimation of these costs.
