Koncept riešenia je založený na nadviazaní na urbanistickú štruktúru centra polyfunkčným objektom a vytvorení dominantného objektu významnej verejnej funkcie - mestskej knižnice.
 
The concept is based on integration of mixed use building to the historic urban structure and creation of dominant building of significant function - municipal library.
