Abstract
Although different European Countries have different spatial planning systems, they all share three fundamental spatial planning levels: the strategic planning level, the regulatory level, and the decision-making level. What differs substantially, however, is how the system itself operates, and how much emphasis is placed on each of the levels. The way the system operates has a decisive impact on how, and in what increments, settlements are enlarged and Transformed.
